Article 4.1 - Constitutional Amendment
The President alone may initiate action to change the constitution. The action shall be known as a referendum.
In order to perform the change The President must take the following actions:
Start an easily accessible poll for all Citizens (Non-Citizens must be excluded) clearly outlining the proposed change and its effects, this includes listing the exact changes to the constitution via a Git Patch File.
Run the poll for a minimum of one week (seven days).
Ratify the decision by either implementing the change if it passed, or by discarding it if it failed.
For a referendum to pass it must have a two-thirds majority of Citizens in favour of it.
If the referendum passes the President must implement it. And it must be implemented the way it was laid out in the referendum, it cannot be changed once the vote has begun.
